Bidding for the first auction period on this tract will open on Monday, February 16, 2026 at 10:00 A.M. CST and will close on Wednesday, March 18, 2026 at 8:00 P.M. CST.

If unsold in the first auction period, this tract will be offered again in a minimum bid auction period starting Tuesday, March 24, 2026 at 10:00 A.M CST and close on Wednesday, April 8, 2026 at 8:00 P.M. CST. Starting minimum bid will be $382.90.

Obligation of Bidder

At the time of auction's closing, each bidder will be presumed to have read and to be thoroughly familiar with any and all plans, contract documents and documents attached to the auction listing, including but not limited to Norman County Online Land Sales: Standard Disclaimer and the Norman County Terms and Conditions. The failure or omission of any bidder to examine any form, instrument or document shall in no way relieve any bidder from any obligation in respect to their bid. A winning bid by a qualified buyer constitutes a legally binding contract.

Payment Terms - Amount(s) Due Upon Sale

Full Payment

Full Payment of the total sale value.

State Assurance Fee

3% of total sale price of land and structures. This percentage is state mandated and goes into the State's General Fund to cover losses in the event that the state has to defend its right to forfeit land.

Assessments

Purchasers of land within the city limits of the City of Ada, Borup, Gary, Halstad, Hendrum, Perley, Shelly and Twin Valley are encouraged to contact the City Clerk of the respective city regarding any unpaid special assessments and payment arrangements.  Any new assessments against the property for public improvements after the property forfeited shall be assessed against the property and paid at the time of purchase.  Any municipality or other public authority is authorized to make a reassessment or a new assessment to a parcel in an amount equal to the remaining unpaid original assessment at the time of forfeiture (Minn. Stat. 429.071, Subd. 4 and 435.23).

Check with the city or township clerk and county for any additional assessments that existed prior to forfeiture, which may be re-assessed by the municipality.

Recording Fee - $46.00 or as set by the Norman County Recorder. If there is a well on the property, it is an additional $54.00 for well disclosure.

Deed Fee - $25.00

Deed Tax - purchase price or $1.65 minimum, whichever is greater.

Buyer Premium: 5% of total sale price of land and structures. This percentage goes to Public Surplus as a Buyer’s Fee.

Payment Requirements

DO NOT PAY FROM THE PUBLIC SURPLUS WINNING NOTIFICATION. NORMAN COUNTY WILL CALCULATE AND NOTIFY THE WINNING BIDDER A NOTICE OF AWARD INCLUDING THE FINAL AMOUNT DUE.

Payment must be made by Cash, Cashier's Check, Certified Check, or Money Order made payable to the Norman County Auditor-Treasurer.

Previous Default: Payment must be made by certified funds if purchaser has ever made payment that has been returned non-sufficient funds (NSF).

When the auction closes, the Norman County Auditor’s Office will notify the winning bidder to begin processing the transaction. The winning bidder will be emailed a Buyer's Registration Form upon the close of the auction.  This form must be completed and returned to the Auction Contact within ten (10) business days from close of auction.  This form will also note additional fees, etc., due and will have the total amount due for the property.  Your prompt response is appreciated to complete the transaction in a timely manner to avoid having your bid considered null and void.

The successful bidder will be required to remit payment in full to Norman County within ten (10) business days from the date of the Notice of Award. If payment is not received within ten (10) business days, Norman County reserves the right to sell the property to the next highest bidder or repost the auction.

Prohibited Purchasers

No person or entity that is an owner or taxpayer of real property in Norman County that has delinquent property taxes in Norman County may bid on or purchase property at auction or over-the-counter.  None of the following individuals, either personally or as an agent or attorney for another person, may bid on or purchase tax-forfeited land unless the parcel was owned by the individual before forfeiture: district court administrators, county auditors, treasurers, assessors or supervisors of assessments, land commissioners or assistant land commissioners, or any deputies or employees of these officers.

Any person or entity, or entity controlled by such person, is a prohibited purchaser or bidder, if said person or entity is delinquent on real or personal property taxes in Norman County per Minnesota Statue 282.016.

Norman County is not responsible for any omissions or errors in the description of items being offered for sale. Under no circumstances will a refund/adjustment be made due to the property failing to meet buyer's expectations.

To the fullest extent permitted by law, Bidder shall indemnify and hold Norman County harmless from and against any claims, damages, losses and expenses, demand or cause of action arising/alleged to have arisen out of the sale or failure to sell any property including claims of personal or bodily injury, death, or contract damages.

Norman County reserves the right to accept or reject any/all auction's bids or any part of an auction's bid.
